Texas LVN Requirements and Training Programs

TexasLVNs are in demand! The Bureau of Labor Statistics Occupational Handbook for 2014-2015 projects a 25% growth in employment for LVNs through the year 2022. The projected growth rate is faster than the average for all occupations. With an annual salary that ranges from $42,500 to $57,640, it is a great time to become an LVN. The geographic location, experience, and area of expertise are a few major factors that affect salary and opportunities for LVNs across the nation. If you have a compassionate nature, you can use the current shortage of LVNs as a stepping stone to a career in health. The Texas Board of Nursing issues licenses to graduate nurses seeking licensing by exam and to those seeking licensing by endorsement. They also approve nursing schools and enforce the Nursing Practice Act by setting the minimum standards for practice, education, conducting investigations of complaints, and adjudicating complaints.

LVN Training Texas: Prerequisites and Program Content

Vocational nursing programs prepare nurses to assist in the provision of care in a variety of health agencies in both acute and chronic conditions. LVNs must be prepared to provide bedside care, including the administration of medications and the performance of technical tasks. There are close to 100 nursing education programs in Texas – more than all others states after California. It is important that you enroll in a program approved by the Board of Nursing as completing a non-accredited program could affect your eligibility for licensure and the NCLEX.

Programs consist of classroom, laboratory, and clinical experiences at hospitals and other health care facilities. Classroom topics include vocational nursing concepts, growth and development, mental health, professional development, role transition, mental illness, pharmacology, pediatrics, basic nursing skills, medical-surgical nursing, health science, advanced nursing skills, maternal-neonatal nursing, pharmacology, and the essentials of medication.

During the supervised clinical experience, students provide bedside patient care at a hospital or other medical facility. The clinical experience builds critical thinking and problem-solving skills and teaches students how to identify patients’ needs and contribute to the interdisciplinary team.

All applicants must have current immunizations and complete a criminal background check and drug screen. Completion of requisite courses, orientation, letters of recommendation, and a passing score on a pre-admissions test may be other requirements for entry.

Students earn a vocational nursing certificate upon completion of all the program requirements. Graduates are eligible to take the NCLEX and NJE for licensure in Texas.

Duration and Cost of Training: The Vocational Nursing program costs approximately $6,200 for in-state students and $9,400 for out-of-state students. The approximate cost does not include supplies, uniform, textbooks, uniform, malpractice insurance, CPR, toxicology screening, and costs related to graduation.

NCLEX Texas

To qualify for licensure as a Licensed Vocational Nurse in Texas, you must apply for licensure through the Texas Board of Nursing and register for the NCLEX with Pearson Vue. The Candidate Bulletin provides information on how to register for the exam, schedule a test date, what to bring to the testing center and an overview of the exam’s content. The BON determines your eligibility to take the exam, and can only do so after you register:

By Mail:

Fill out the registration form and enclose a check or money order in the amount of $200 payable to the NCSBN.

By Telephone:

Call the toll-free number, 1-866-496-2539, after filling out the registration form and relay the information to the operator. Pay the registration fee using a Visa or MasterCard.

Online:

Visit Pearson Vue online to create an account, submit your application, and make the payment using a Visa or MasterCard.

Candidates in Texas must complete the Nursing Jurisprudence Exam (NJE) to be eligible to receive the Authorization to Test (ATT) letter to schedule a test date NCLEX.

There are 50 items on the NJE, and you must correctly answer 75% of the questions to succeed. After creating an account, you can log in and take the exam, which is two hours’ long. You can access the Board’s website and other resource material during the exam. The results will the posted to the BON system, and the Board’s staff will update your BON file.

After passing the NJE and meeting all other requirements, the Board will confirm your eligibility to take the exam. Pearson Vue will then send the ATT letter and Candidate Bulletin outlining how to schedule a convenient testing center and date. You’ll have 75 days, after receiving the ATT, to take the exam. The exam is available by appointment only.

The Board will receive your results within five working days, and you’ll receive a certificate if you pass the NJE and the NCLEX. Your license will be accessible online after you complete the verification. Print the verification as proof of license.

If you fail the exam, you will receive feedback in a diagnostic profile that you should review before submitting another registration to take the exam.

Texas LVN Licensure Requirements

In an effort to protect and promote public health, the Texas Board of Nursing requires nurses to obtain a license before practicing. The candidate for licensure must demonstrate his/her ability to practice safely by filling out a Board-provided application, completing an approved nursing program, obtaining criminal background clearance, and passing the state’s Nursing Jurisprudence Exam and the NCLEX.

The applicant must also submit a legible set of fingerprints, on a Board-provided form, for the purpose of a criminal history check from the Department of Public Safety (DPS) and the Federal Bureau of Investigation (FBI).

After licensure, nurses must keep up with changes to the law, and the Board’s rules and regulations – available in the Board’s quarterly newsletter.

Licensure By Examination

To qualify for licensure by examination, you must successfully complete the Nursing Jurisprudence Exam (NJE) and the NCLEX administered by Pearson Vue.

To apply for licensure, you must:

  • Access the paper application from the Board’s website. An online application is also available for your convenience.
  • Order the FBI fingerprint card.
  • Provide a statement explaining the events surrounding each conviction/disciplinary action if you answer “yes” to any eligibility questions.
  • Enclose the non-refundable application fee of $125.
  • Submit your fingerprints to MorphoTrust (IdentoGo) 15 business days after the Board receives your application. The agency must mail the fingerprints directly to the Board. The criminal background search should cover a Department of Public Safety (DPS) and Federal Bureau of Investigation (FBI) search.
  • Register with Pearson Vue to take the NCLEX 30 days prior to graduation.
  • Take the Texas Nursing Jurisprudence Exam 15 days after submitting your application for licensure. You must pass the NJE before receiving the ATT from Pearson Vue.
  • Your nursing school will submit an online affidavit of graduation directly to the BON if you graduate from a state-approved nursing program. If you graduated from a program outside of Texas, you must print the affidavit of graduation, ask the registrar to fill out the form and mail directly to the BON.
  • International candidates must submit an original Credential Evaluation Service (CES) course-by-course report sent directly from the agency – CGFNS, ERES, or IERF. The candidate must also submit passing scores for an English proficiency exam from an approved agency.

If you are eligible for a graduate vocational nurse (GVN) permit, the Board will post the permit online within five business days of deeming you eligible to the take the exam.

Licensure By Endorsement

If you are licensed as a nurse in another state, you can apply for licensure by endorsement online and submit the following to the Texas Board of Nursing:

  • The non-refundable registration fee.
  • A high-school certificate or GED scores.
  • Evidence of graduation from an approved school of vocational/practical nursing. You must earn a minimum grade C in all the nursing courses.
  • Foreign nursing graduates must submit a Credential Evaluation Service (CES) course-by-course report from the Commission on Graduates of Foreign Nursing Schools (CGFNS), International Education Research Foundation, Inc. (IERF) or the Educational Records Evaluation Service, Inc. (ERES). The CES report must not be older than one year from the time of application for endorsement. Foreign nurses can qualify for exception to the rule if they meet the following criteria:
  1. Graduated from an approved LVN program
  2. Achieved success on the NCLEX (VN/PN) or the State Board Test Pool Examination (SBTPE) with a minimum score of 350.
  3. No instances of disciplinary action.
  4. Worked actively as a VN/PN with at least 10 years’ experience prior to submitting an application for endorsement.
  5. Include a copy of the diploma or a statement with the application – required for cases where the graduate took the NCLEX prior to graduating from an approved nursing program.
  • Provide evidence of licensure in another state that has requirements equivalent to Texas.
  • A passing score on the NCLEX-PN or a minimum 350 score on the SBTPE.
  • Fingerprint cards for a criminal background check.
  • Evidence of employment as a licensed vocational/practical nurse four years prior to submitting the application – nurses who passed an appropriate LVN examination within the same time period are exempt from the rule.

Note: Nurses who passed the licensing exam more than four years prior to the application for endorsement and did not work within the time period must apply for 6-month temporary permit and complete a refresher course approved by the Board. The applicant will also need to complete the Texas Nursing Jurisprudence Exam (NJE) and one of the following:

  • The Jurisprudence Prep Course (available online)
  • The Jurisprudence and Ethics Workshop
  • The Nursing Jurisprudence and Ethics course.

Submit the completion certificates to the Board’s office. Access to the NJE will be available within 15 business days of submitting an application for the Temporary Permit. The NJE results may be used for meeting the requirements for the refresher course as well as candidate endorsement to Texas.

Renewing Your LVN License

The Texas Board of Nursing facilitates fast and easy online renewal. The online renewal provides an opportunity to update your address and statistical information. You can verify your licensure within two business days of submitting your application and pay the fee using a credit card or web check.

You cannot renew online if you:

  • Defaulted on a Texas Guaranteed Student Loan
  • Did not meet the continuing education requirements and/or has been selected for an audit.
  • Did not complete a criminal background check after selection from the Board.
  • Live in a compact state other than Texas.
  • Do not have a Social Security Number or License Number that matches the Board’s file.
  • Have a license that is in delinquent or inactive status.

Submit the paper application for renewal up to 60 days prior to the license expiration. The renewal fee is $45 and processing time is 10 business days after the Board receives all requirements for renewal.

If you submit the renewal request and payment on time, you may continue to practice for a period of 30 days while the renewal is in process.

Salary and Job Outlook LVNs Texas

As one of the largest and most populous states, Texas offers exciting opportunities for Licensed Vocational Nurses. Austin and San Antonio have been listed several times as the best cities in terms of opportunities and salary for LVNs. Houston and Dallas are not far behind, offering some of the nation’s finest opportunities and the best schools for acquiring a nursing education.

Although there are numerous attractive opportunities for LVNs, many vocational nurses find better opportunities and higher salaries with further study. Transitional ADN and BSN programs are not only affordable but also flexible and accessible through online learning.

With a large population and healthy job outlook, VN graduates can expect to snag an entry-level position within 4 to 8 months of graduating. The job market, which can be unpredictable for other careers, is a sturdy one for nurses. The aging population almost guarantees that the demand for nurses will be ever-increasing.

The highest concentration of LVN can be found in metropolitan cities. However, new graduates will find immediate opportunities in Texas’ outlying areas. The hospitals, home care agencies, correctional facilities, and ambulatory surgery centers all provide opportunities to get good experience and earn an attractive salary.

The aging nursing workforce, increased access to health care with the Affordable Care Act, and the rising need for care for people with chronic diseases are just a few reasons for the current shortage of LVNs.

More than 66 percent of LVNs in Texas work in non-traditional settings, such as outpatient clinics where they play an active role in care management. Ideally, the profession should be a springboard into the health care field as having a bachelor’s or master’s degree will increase your chances of finding employment.
